My cabal^H^Hle ISP has all of a whopping 3 T1's (mux'd at the DSU level) to 
the internet. Serving several hundred cable modem customers.

And yes, it does suck at times.

I'm just waiting for @Home to get here with a T3 so I can see how much of that 
I can fill :) (I've filled most of their 3 T1s with my traffic before now 
*ahem*)
