At this point there wasn't an irq assigned to the pnp modem.  The next step
would be to compile the kernel with the pnp information in sio.c and
configure with boot -c.  However, I put in a different hardwired modem set to
sio3 and irq5 and still had the problem.  The hard drives are both connected
to a single generic eide controller.
