I believe this one is fixed in -CURRENT, as the M_TRYWAIT argument to M_PREPEND() in raw_ip.c was converted to an M_DONTWAIT. That change was committed on 7/20/2004 (1.136), so it looks like it was made just a few days after the tree you're running with was checked out.
