I ended up swapping in a 21140 based card (DE500-XA) to replace the 21143
(DE500-BA) based one and the problem went away.

The conclusion based on this is that the 21143 driver may not be working
well for Full-Duplex 100BaseTX applications. 

Some people asked about the switch.  The switch is a Cisco Catalyst 2901.
