I'd have to agree..  There are way too many customers out there grabbing
large chunks of address space that they have NO intentions of ever using.

We give out /27's by default (32 IP's), and have only had about 2% of our
customers ever request (or need) more, and we do have some fairly large
corporations on the net right now...
