From what I know sendmail/newaliases won't accept any aliases file outside the /etc/ hierarchy and without proper permissions (root owned and writeable only by root). What I've done to conveice newaliases to accept majordomo's aliases was simply moving the aliases.majordomo from /usr/local/majordomo/ to /etc and give proper permissions.
