The 2.1 install will offer to make a link tree to the CDROM version of ports, but that doesn't happen with an FTP install. If you want just the ports collection, go to http://www.freebsd.org and follow the signs. You'll have the chance to download all of /usr/ports as a single 2MB ports.tar.gz file. Jordan
