Looks fine. Things to check:
Do any other quotas work?
Is the filesystem mounted with the appropriate quota options?
Do you have QUOTA support in your kernel?
Does /mnt/fs1/quota.user or /mnt/fs1/quota.group exist?
Does "quotacheck -a" fix it?
