Build the world first, to make sure that /boot is up to date.

> echo '/boot/loader' > /boot.config
> disklabel -B bootdevices

Do one of these or the other, but _not_both_.  Having a /boot.config 
file with the new boot1/boot2 is not required, and makes the boot 
process much more noisy than it needs to be.
