Unfortunately, no, but your problem is that you have too little bandwidth for what you're trying to do. If you're using only one B channel for data, you're only getting 64Kbps, which will flood very easily (it's only .5% of the bandwidth provided by standard Ethernet). Bonding the channels gets you 128Kbps, which is still 1% of Ethernet. I believe there is some rate-limiting software available commercially.
