I get this on 4.0-C its because of this thing in gnu/usr.bin/perl/utils/h2ph if I remeber correctly. I just removed the directory from the utils Makefile ("when in doubt comment it out") and everything works, though I don't work with perl much. That being said, I've held off mentioning it as I wasn't sure that it wasn't due to an error on my part. 4.0-C has been doing this for the last 2-3 weeks, up until my last cvsup about 2 days ago.
