The package dependency means that if done properly, gnomedesktop will build (it does on pointyhat and in Tinderbox). However, what you must of done is removed scrollkeeper. Doing so should have thrown numerous errors, because things that gnomedesktop depends on require scrollkeeper. Then, when you went to install gnomedesktop, it looked for its explicit dependencies, and saw them there (but they were broken since scrollkeeper had been removed). It then failed to build. This problem will not occur under normal circumstances.
