I had the memory limits in place for 7.0-RELEASE, but there were some stability problems associated with them that I haven't had the time (nor the expertise most likely) to sort out. CPU limits will be more difficult to port with the ULE scheduler now default in 7.1 and will need someone more knowledgeable than me to sort out. If you are interested in the patches for memory limits in 7.0, you can find them here http://wiki.freebsd.org/Jails.
