If you do `make -V MAINTAINER`, it will show that the maintainer is mat@FreeBSD.org. bind-tools is a slave port of dns/bind99. What could be done is to have the dns/bind99 port have a RUN_DEPENDS on the dns/bind-tools port so that both could be installed at the same time.
