Just to give more info:
rc.conf I have nfsv4_server_enable="yes"

in /etc/exports
V4: / -sec=sys -network 172.20.8.0/24
/export/vmimages -maproot=root -network 172.20.8.0/24

Is there a minor revision option for the v4 export line I'm missing? If so
11 has no documentation on it
