According to the Porter's Handbook section 3.4: "Make sure that make package can be run as a normal user (that is, not as root). If that fails, NEED_ROOT=3Dyes must be added to the port Makefile." And that's all she wrote. This is probably not as helpful a response as you were hoping for, but as far as I can tell NEED_ROOT is the way to go.
