I fixed it last night. > OK, I now see. What irritates me is that if you change both state and resposible, it's unclear (in advance) to what this "Re-use last message (y/n)?" belongs. Also, old version detected the case when you just left an editor with unmodified message, and offered you to re-edit or abord. Now it unconditionally commits the change. This new behavior is not good, and should be fixed.
