This is because you're trying to use an ifconfig_foo line, where you 
should be using the pccard_ifconfig in /etc/rc.conf.

Your APM BIOS may refuse the shutdown; there's nothing in the system 
which prevents it from working (I use 'zzz' here regularly).

You shouldn't do it at all; use the keyboard you have.
