Hello! As well as you don't have included in the "base" zebra routing package = which uses the bgp, bgpd or zebra vty services (ports 2601 and 2605) while = these ports are listed in /etc/services. I don't believe that the absence of = UUCP from the base is a good reason to NOT include these services.
