Both answers depends of your current ftp server.
1. If you mean build-in ftpd to chroot user homes you got to add usernames
in /etc/ftpchroot file and reconnect by this user. man ftpd(8)
2. Easist way is to make allow-list in /etc/hosts.allow (there is many
examples about it inside them)
