Sort of. The MS Windows GUI system is not as neatly partitioned as the X
Window system. Most of it is lumped into the OS itself. The programs
mentioned here are primarily shells: they are responsible for providing the
user interface to launch applications. The 'window manager' function is
part of the base system, specifically the GDI subsystem in the kernel, and
exists indepedantly of the shell. The shell program does have a good bit of
control over the look&feel of the windows on the system, (see: Litestep) but
other user-level applications (such as WindowBlinds) have the same level of
control regardless of what shell is running. And, it is possible for the
shell to be missing entirely and still have open and useable windows (though
it becomes difficult to create them without being able to run applications).
