And I just did a GNOME 1.4 to 2.2 upgrade last night. Here's what I did: I have mozilla and mozilla-headers (version 1.2.1) installed. I did a pkg_deinstall -fO mozilla to remove just the browser, but keep the headers installed. I then did a make install clean in x11/gnome2-fifth-toe without WITH_MOZILLA defined. It built just fine.
