Does your device have a C0T at the end of the CPU part number? https://www.jeffgeerling.com/blog/2021/raspberry-pi-4-model-bs-arriving-newer-c0-stepping I had some problems with this as well but I've had trouble narrowing down the criteria that causes the failure at the very same place in the boot process.
