Yes - this is very much likeley due to the interrupt handler not 
being called.

Which creatix card do you have?
I've run an earlier version of isdn4bsd on a Creatix S0/16 successully.

Does the card work with other software?

I once configured a card to irq 12 and spent several hours debugging until
I noticed that this mainboard wouldn't deliver irq 12 as it was reserved for
the bus mouse (which I didn't use but had the port enabled in the bios).
