I wholly disagree.  dict and gdict have nothing to do with a network
other than they can access dictionaries over it.  But there is no basic
network-related functionality here, contrast with ping, traceroute,
bandwidth testers, DNS, etc...

If dict and gdict belong in "net", then so does the various xterm ports
as they can operate over a network too.
