Since you're running an old version of FreeBSD you'll have to do this:
put
CHMOD?= /bin/chmod
CHOWN?= /usr/sbin/chown
around the area where CP? CAT? etc are set in bsd.port.mk.
ex:
CAT?= /bin/cat
CHMOD?= /bin/chmod
CHOWN?= /usr/sbin/chown
CP?= /bin/cp
