After this commit newly generated 'ioctl.c'
includes <net/if_ieee80211.h> which used 'ETHER_ADDR_LEN'
defined in <net/ethernet.h> which is not included in 'ioctl.c'.

With the next patch I can make "usr.bin/kdump" and
"usr.bin/truss".
