ok.  Does the pccardd say no card in database for this card?  Or does
it give some other error?

They likely never will.  Each one of them is a huge effort to support
because each codec is different and a real PITA.  Some controller
based modems do work well (I have two in service right now), but these
are the exception, not the rule.
