"divert disabled" means "natd" won't work. Have you recompiled your
kernel with IPFIREWALL and IPDIVERT as described in the man page for
natd? If not, do so. The handbook describes how to build a custom
kernel.
Then you need to teach win98 to use your FreeBSD box as a gateway.
