Are these necessary to bootstrap a system prior to the mounting of
filesystems? i.e. are they really necessary to be on the root filesystem
instead of /usr?

For future reference..it is common practise to have this stuff peer reviewed
by a mailing list at large in case there are major issues you and your
reviewer have overlooked. But regardless, nice work.
