Put the following in /etc/make.conf:
MASTER_SITE_BACKUP?= \
ftp://ftp.uk.freebsd.org/pub/FreeBSD/ports/distfiles/${DIST_SUBDIR}/
MASTER_SITE_OVERRIDE?=${MASTER_SITE_BACKUP}
