The way I read it, the "without fee" applies to the "permission", not
the "any purpose."  That is, they grant you permission to use it for
any purpose and don't charge you a fee.  They don't require your uses
of it be not-for-profit.

It looks like a reworded 3-clause BSD license to me. :)
