Oh, that :)

It drops from multi-user to single-user mode.   I'm assuming that 
there's some kind of mount/remount/dismount/magic going on that lets 
the IDE circuitry do something weird, but I'm not certain--and this 
hypothesis came while I was getting spurious spinups of the CD before
a freeze.  In the substitute machine, there's no more spinups, but one 
of the two operations that would trigger a panic still does so . . .
