Creating yet another place for openssh to live increases repo bloat (just saving Kris from making his plea). From my POV it makes it harder to find the history as you have to remember things moved and when. Since you are dropping OpenSSH maintance, I don't see why you wouldn't mind going the src/contrib/openssh route.
