Hi

Currently there is no way of changing the biff/mesg 
status of a tty where another program is running.
(except if you know all the gory details about biff and mesg)

PR 13072 and 13073 suggest to add an option -t to specify
which tty to use.

I intend to commit this unless I get a good reason not to.
