You should modify /boot/kernel.conf to look like this:

  en apm0
  [some other kernel options]
  q

Then in your /boot/loader.conf make sure you have this:

  userconfig_script_load="YES"

Yes, if your recompile your kernel now, apm should be enabled by
default.
