And under 5.2-RELEASE, portdowngrade down not seem to honor the
environment variables $PORTSDIR or $PORTS_INDEX; it seem to have
it's mind set on where the index file is.

portdowngrade(1) doesn't expressly document the use of any environment
variables.  Are any in use?

I guess I'll have to wait for this this whole 'gettext' issue to
settle out.  :/
