Actually, using a variety of Maxtor drives, I don't think I have ever gotten anything better then 11.5 Megabytes/sec - and this was on boards with ATA-100. About a year ago I had several Tyan S2099's with a 40Gb Seagate, and was doing drive duplications with dd and a FreeBSD boot CD.
