Color me confused, but I have never seen any reference to
'system_tools_backends_enable="YES"'. It is not in the FAQ and I don't
find any reference to it in /usr/local/etc/rc.d. I do enable dbus,
polkitd and hald, but I am unaware of any other startup requirement. (I
don't use gdm.)
