You just set compat.linux.osrelease="2.6.18" (or 2.6.anything) in
sysctl.conf. An rc script would be overkill.
Note that last time I checked we didn't support enough 2.6 syscalls to
run common binaries though (e.g. a recent fedora rpm(1)).
