% svn blame /usr/src/lib/libc/locale/Symbol.map | grep Thread 
232498   theraven       _ThreadRuneLocale;

You did actually provide enough detail about your
binary search, but 232498 falls within your range
of 231193:233000.  You also forgot to tell us
what is in your src.conf and make.conf files, which
is causing you to use something from /usr/local,
which needs to be kept in sync with your binary
search.
