It's still in the preferences window, on the “privacy” tab. But in recent Firefox versions all menus are on a pane hidden hidden under a button on the far right side of the URL bar. The picture on the button is three horizontal stripes. Press is and you'll see a pane with icons, one of which is “Preferences”.
