Ok, I made a GENERIC-NOPMS, without the device pmspcv, and adjusted my custom 
to include GENERIC-NOPMS.   And we boot (I'm typing this from a ssh session
to the box).

Included: the GENERIC-NOPMS, my custom VT-LER, dmesg.boot.
