The config.h is not setup by autoreconf neither generated by autoreconf. th=
e run
of the configure script should generated it except if it fails. Have you re=
ad
the config.log (very long and verbose script that explains what happened -
including failures - during the run of the configure script)

Also you should add "libtool" to your USES line
