  Thank you for reply and your efforts.

  Now, freebsd-update can upgrade 12.0-BETA2 amd64.
  I confirmed from both 11.2-RELEASE-p4 and 12.0-BETA1.

  Note that freebsd-update install dose not execute pwd_mkdb, we
must execute 'pwd_mkdb -p /etc/master.passwd 'manually if we use
ntpd.
