I installed 3.3-RELEASE two days ago on a blank disk, and the first thing I
did was changing router_enable to NO.  I'm not sure if choosing certain
options and/or answering in a certain way to questions in the installation
causes this to be sometimes enabled or disabled.

When I tried 4.0-CURRENT in June, it had the same configuration.  I
wondered about the same thing.
