They're made in /usr/src/release/Makefile - see the floppies target.
This is how they have ALWAYS been made and the stuff under
release/floppies was Julian's later attempt to decouple the process, a
mechanism which never worked for me, anyway, and wasn't exactly
maintained by anyone either.  It's time to just nuke it.
