Are you using OHCI?  Disable it if you're not.

A great many things changed between 5.2.1 and 5.3.

Take the GENERIC kernel and your old kernel config, and use binary
search to narrow down which of the differences between them causes
your problem.

Looks like you haven't really updated everything...
