I am running 7.1-RELEASE and JID is still incrementing after each stop + start. In my test case, I started with 3 jails (JID 1, 2, 3), then I stopped jail with JID 2, start it again (now it has JID 4), stop + start and JID is 5, stop + start again and JID is 6...
