The 'Severity' field is clearly aimed at bug reports, and doesn't really make sense for change requests like this. I tend to use 'Serious' because while it's clearly not critical, 'non-critical' seems too trivial. I think it's really a flaw in Gnats that those fields can be set by the person submitting the bug report. That's actually what I said, although in retrospect I could have expressed it more clearly. Rule of thumb is it's always a change request unless your e-mail address as Maintainer in the Makefile has been committed to CVS I don't think anything I said is terribly at variance with your document and I think I prefer what you say there anyhow.
